WHY VETERAN POLICY IS A PRIORITY

Security & Defense

Veterans are the backbone of the army's combat readiness and operational reserve. Strong veteran support makes military service a matter of prestige. Veteran policy is not so much about the past as it is about Ukraine's future security. Veterans are the carriers of unique, real combat experience. A high-quality support system - including medical, psychological, and social assistance - ensures that the state maintains a high level of mobilization readiness. Healthy veterans who are well integrated into society form the backbone of the operational reserve in the event of future threats.

Human Capital

Over 1.8 million defenders represent a workforce vital to Ukraine's recovery. Veterans bring knowledge and skills gained through service. More than 1.8 million veterans are not a "beneficiary group" but a powerful driver of Ukraine's economic recovery. During their military service, service members acquire critically important competencies that are highly valuable for business and public administration. These include the ability to make decisions under conditions of extreme uncertainty and stress, crisis management, strong discipline, strategic planning, and the leadership skills needed to manage large teams.

National Identity

The image of the Defender is a unifying force in society. Honoring the memory of every hero is a safeguard against future aggression. The image of Ukraine's Defenders has become a new foundation upon which the modern Ukrainian nation is being built. Shared respect for veterans is what unites society, regardless of region or social status. Veteran policy establishes moral values for the entire nation, transforming the pain of war into a shared sense of pride and resilience. Preserving and sharing veterans' stories is a powerful tool for countering information aggression and attempts to rewrite history. Building a national pantheon of heroes and ensuring the dignified commemoration of those who gave their lives for Ukraine helps prevent historical amnesia and strengthens society's readiness to resist future threats.

A COMMUNITY THAT CARES

Veterans are the backbone of Ukraine's human capital and a unique source of strength for building community resilience.

The Zviahel city community is one of the most militarized in Ukraine. Since the start of the full-scale invasion, thousands of residents have stood up to defend the country.

Our veteran policy is built on three strategic goals set out in the National Strategy through 2030 and adapted to the community level.

Zviahel's veteran policy is more than a set of programs — it's the philosophy of our community, built on honor, dignity, and mutual support. The primary objective of veteran policy at the community level is to ensure the most comfortable and effective reintegration of veterans into civilian life. It also seeks to strengthen the community's security, economic, and social resilience, while consistently and effectively utilizing veterans' potential in community development and in preserving and shaping historical memory.
